Coordinator notes: I agree with this ID because of the pale "frosting" on the side view which separates it from most of the other Flashers with blue on top, though the White-edged Flasher, Astraptes latimargo can have white or yellowish frosting like this on the side, it has been noted only south of Costa Rica, Panama to Brazil.
